Software Implementation Specialist

The City of Syracuse’s Office of Analytics, Performance, and Innovation (API)’s Division of Digital Services is aiming to empower the city residents with innovative solutions that enrich their daily lives. The Digital Services division facilitates digital change and transformation within the City of Syracuse. We design and deliver digital experiences for our employees and constituents, enabling modern and accessible city services.

DISTINGUISHING FEATURES OF THE CLASS:

The Software Implementation Specialist will use their technical and product knowledge to plan, monitor, and facilitate software implementations in collaboration with different departments from the City. They will ensure a smooth software implementation from start through completion. To ensure this happens, they will communicate with internal stakeholders, collect business requirements, act as a liaison between the Business and external vendors, help define project objectives, and maintain project documentation.

The ideal candidate will demonstrate strong project management skills through the proactive management of individual project responsibilities and workload to ensure objectives, milestones, and timelines are met efficiently and effectively.

TYPICAL FUNCTIONS OF THE JOB:

· Creation and documentation of project activities, including meeting minutes, status reports, and other client communications and project administration.

· Support the planning and execution of project engagements, collaborate with functional and cross-functional teams to meet project timelines, establish alignment with stakeholders on the delivery of scope, timelines, status, and communication. Proactively identify project risk, issues, actions and escalate until resolution.

· Identify and manage organizational impacts that may arise during a project and/or program. Determine appropriate change mitigations to ensure end-to-end business continuity.

· Evaluate and make recommendations for software purchase.

· Create project plans for migration of technology services that include prioritization and timelines for each project.

· Author requirements and training documentation for software conversions, execute training where required.

· Proactively gather information to understand business owner needs.

· Project manage software implementations and upgrades from end to end.

· Effectively collaborate and communicate with diverse internal and external stakeholders.

· Use data, insights, and product specific knowledge to inform conclusions and support decision making.

· Other duties as assigned.

KEY KNOWLEDGE, SKILLS, AND ABILITIES:

· Demonstrated Project Management expertise related to software implementation, validation, and testing.

· Understands Change Management best practices.

· Proficient in business analysis competencies.

· Strong interpersonal communication skills.

· Working knowledge of the current principles and accepted practices of office management and public administration.

· Must be able to quickly adapt to changing priorities to achieve goals and targets.

· Ability to establish and maintain an effective working relationship with a variety of governmental agencies, private developers, internal departments, and the general public.

· Knowledge of managing detailed compliance requirements.

· Thorough knowledge of domain expertise and change management and accompanying methodologies.

· Working knowledge of writing RFPs and executing contracts with vendors.

· Ability to work well with others.

· Good knowledge of the use and operation of personal computers, mobile devices and related peripheral equipment.

· Working knowledge of office terminology and procedures.

· Ability to adapt purchased software to existing applications.

· Ability to follow oral and written instructions.

· Ability to plan and schedule virtual and in person training activities.

· Ability to instruct others in the use and adaptability of personal computers/mobile devices and purchased software.

MINIMUM QUALIFICATIONS:

A. Graduation from a regionally accredited or New York State registered college or university with a baccalaureate degree or higher; and

B. Two (2) years of professional-level work experience in public administration, business administration, or computer science of which one (1) year of work experience, or its part-time equivalent, in the managing software implementation and PMP or similar project management certification

Additional information 

You must have authorization to work in the United States. The City offers benefits. 

The City of Syracuse expects employees to work in-person.  The team is flexible in allowing members to work remotely as needed, but the expectation is that you will be in-person most days.  If you do not live in Syracuse, City regulations require that you must establish residency in the City within six months of starting the position.

The City of Syracuse offers a starting salary of $65,000 to $70,000 for this position and a competitive benefits package.
